How do we get HigherEd 2 the table 2 address complications posed by comp-based instruction, admissions, & typical structure of college classes?

Representatives from Iowa State, Iowa and UNI were on the CBE design team that met twice this past year and they had great input. I would keep coming back to the admission process used by homeschool children and their parents must look very similar to what we are trying to accomplish. Money (or as Ron F put it "market share") is a very important part of college/university needs and to get money they need students. Can the customer actually drive the response from the colleges? It seems like as more and more high school students are choosing community colleges as their entry point that four-year colleges/universities are working more closely with community colleges...they need the students. Involve them in the conversation but if they're not willing to change their practices (especially admission and structure of the classes themselves) then students will choose different places to get their post-secondary education. Am I off base?
